The word "savages," although not appearing in the Constitution of the United States, does appear in the founding document of the United States, the DECLARATION OF INDEPENDENCE, signed in 1776, by the delegates assembled at Philadelphia. The founding document is the statement of the principles upon which our nation was established. July 4, 1776, is universally accepted as the beginning or birthdate of the United States.

In the list of grievances against King George III, is the following:

"He has excited domestic insurrections among us, and has endeavored to bring on the inhabitants of our frontiers, the merciless Indian savages, whose known rule of warfare is an undistinguished destruction of all ages, sexes, and condition."

This statement appears in the same document that contains the words, "all men are created equal."
